NOR for Europeans at Bordeaux: June 21-29, 2014

Europeans 2014 will be held at the Cercle Voile de Bordeaux Carcans-Maubuisson. For the first time, some Argentine crews might be attending to an A-Class event. Notice of Race below, and attached.

NOTICE OF RACE




The A-CLASS EUROPEAN CHAMPIONSHIP 2014 will be held from 21nd to 28th June 2014 inCarcans (Gironde-France), organized by the Cercle de la Voile de Bordeaux Carcans-Maubuisson along with the French A-Class Association.

1. RULES
The regatta will be governed by :
1.1 the rules as defined in the Racing Rules of Sailing
1.2 The I.A.C.A Championship Rules will apply.
1.3 Racing rule(s) will be changed as follows:
 Rule 44.1 will be changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty;

2.ADVERTISING
In accordance with ISAF Regulation 20 (Advertising Code), boats may be required to display the advertising
chosen and supplied by the organizing authority.

3. ELIGIBILITY
3.1 The regatta is open to all A-Class certified boats.
Competitors having a FFVoile licence shall present during registration:
· their valid FFVoile licence with medical stamp, or accompanied with a medical certificate
(dated less than one year) certifying the absence of any medical objection to participate in sailing
competition and a parental authorization for the minors,
· if necessary a valid authorization to display advertising on boat
· the measurement form or certificate of the boat

Foreign competitors without a FFVoile licence shall present during registration
· a supporting document to justify their membership to an ISAF Member national authority.
· the measurement form or certificate of the boat,
· a proof to be insured with a valid third-party liability insurance with a minimum cover of
1 500 000 Euros.
· a parental authorization for the minors
· Yearly National Aclass certification fee

3.2 Maximum entries : 120 boats
Registration and payment are to be performed according IACA rules:
Until Feb.28th, 2014, selected competitors can register through their National Association
As of March 1st toward march 31st remaining entries will be redistributed toward each National
Association. Additional selected competitors will be able to register through their National Association.
As of April 1st, remaining entries will be opened within the limits of 120 boats.

Direct registration will be allowed and to be performed through the Web based Cercle de Voile
Bordeaux registration form.
Registration will be valid upon full payment of entry fee and Aclass 2014 yearly national fee.
A 50€ penalty will apply for late registration as of June 1st
.
4.ENTRY FEES
Competitor registration fee is 220 €
Competitor Companion fee is 50 €

8. RACES
A total number of 9 races are scheduled. A maximum number of three races may be sailed per racing day, but only in compliance with I.A.C.A. Championship Rules.
If the reserve day will be used the procedures will be detailed in the sailing instructions. Provided that at least 5 races have been completed, no warning signal will be made after 16.00 on the last day of the regatta.

9. MEASUREMENTS
Each boat shall produce a valid measurement certificate at registration. Measurement and equipment inspection will be conducted in accordance with A Class Catamaran Measurement Guidelines. The Equipment Inspection Regulations for the Championship will be published on the Championship website no later than 1stJune 2014.

10. SAILING INSTRUCTIONS
The Sailing Instructions will be available at registration.
Preliminary Sailing Instructions may be posted on the Championship website.
The sailing instructions and their appendices will be available during confirmation of registration (see§6).

11. INTERNATIONAL JURY
Decisions of the jury will be final as provided in rule 70.5.

12. SCORING
12.1 5 races must be completed to constitute a European Championship series.
12.2 If fewer than 6 races have been completed, a boat’s series score will be the total of its race scores.
12.3 If 6 to 8 races have been completed, a boat’s series score will be the total of the race scores excluding the worst score.

12.4 When 9 races have been completed, a boat’s series score will be the total of her race scores excluding hertwo worst scores.

14. SUPPORT BOATS
Coaches, team leaders and representatives from participating nations shall be registered at the Regatta Office
before the first racing day.

15. RADIO COMMUNICATION
No equipment capable of radio transmissions or radio communications may be carried by any competitor while on the water (except if provided by the organizing authority). This restriction also applies to mobile telephones.

16. PRIZES
Trophies or prizes should be awarded to the Top 10 classified of the event unless otherwise agreed with the
IACA committee.

17.LIABILITY
17.1 The Cercle de la Voile de Bordeaux in association with the French A-Class Association and their officers, members and volunteers do not accept liability for loss of life or property, or personal injury or damage caused by or arising out of the regatta and competitors take part in the regatta at their own risk.

17.2 The establishment of the Notice of Race and the sailing Instruction in no way limits or reduces the complete and unlimited responsibilities of a competitor being solely and entirely responsible for the management of a boat he is sailing.
17.3 A competitor shall maintain their boat in a safe and seaworthy condition.
17.4 A competitor shall be of good health and a competent sailor capable of racing a A-class in open water in strong winds and it his sole responsibility to decide to participate in a race or to continue racing.
17.5 A competitor is recommended to have personal accident and health insurance that covers them while
attending the regatta and whilst racing.

18. PHOTOGRAPHY CONSENT
By entering the Championship competitors accept that they may be photographed and/or videotaped
participating in the race and/or using the regatta facilities and they consent to the taking of such images and to
the use, re-use, publication and republication of such images in any media, in conjunction with the competitor’s name or not, without compensation and without the competitor’s approval of such images or any use thereof.

19. VENUE
The event will take place at the Cercle de la Voile de Bordeaux Carcans-Maubuisson (Gironde-France). Forfurther information on the venue and the racing area, see the event website.

20. HOUSING and CAMPERS/CARAVANS
Campers and caravans are only allowed on the designated area in the Bombannes zone.
Competitors who desire a space for camper, caravan or tent will follow the instructions of the authorized
