Changes to the Europeans NOR

The following changes to the NOR are as follows -
- The point n. 3.1 of the original NoR is changed as follow.

- 17.2 add: the European Championship title will be released to the first European competitor
- Here confirm point 5 of the NOr: there are no possibilities to subscribe to the Championship except by mail.
